The HEC Scholarship in China is available to all Pakistani students who wish to attend Chinese universities for an undergraduate, master’s, or doctoral degree. Scholarship eligibility is restricted to the academic year 2024-2025.

Scholarship recipients at all levels are eligible to pursue nearly all academic disciplines and specializations offered by the Chinese Scholarship Council, including Science, Engineering, Agriculture, Medicine, Economics, Legal Studies, Management, Education, History, Literature, Philosophy, and the Fine Arts. The China Scholarship Council bestows the CSC Scholarships.

The Chinese Government’s Scholarship Council grants Pakistani scholars and students the opportunity to conduct research and study at Chinese universities. The government has designated Pakistan’s HEC as the designated agency to administer these scholarships during the academic year 2024-25. Entrusted to the Ministry of Education, the People’s Republic of China, the China Scholarship Council (CSC) is in charge of registering and administering the scholarship program of the Chinese Government. Scholarships for undergraduate/bachelor’s, master’s, and doctoral/PhD programs in the relevant field of study are available to qualified applicants.

Financial Benefits:

HEC will cover all costs and expenses incurred during the Chinese Government Scholarship. The Full Chinese Scholarship will cover:

  • Waiver of the entire tuition fee, administration fee, and application fee.
  • Free lodging is provided by the university.
  • Monthly Stipend:
    • Bachelor’s degree candidates pay CNY 2,500 monthly.
    • General Scholars and Master’s Students: CNY 3,000 per month.
    • Senior Scholars and Doctoral Students: CNY 3,500 per month.

Straightforward Eligibility Requirements for Pakistani Students Seeking HEC Chinese Government Scholarships to Study:

  • The applicant must be a Pakistani or Ajkarian Jurisdictional Territory citizen.
  • For undergraduate programs, a minimum of 12 years of education (FA/FSc or an equivalent A-level) must be completed prior to the age of 25.
  • Master’s Programs: A Bachelor’s degree holder who is less than 35 years old is required.
  • Master’s degree holders must be under the age of 40 to enroll in doctoral programs.
  • Incomplete applications will not be considered.
  • Application submission is required both through the HEC Portal and at Chinese universities.

Required Documents for HEC Chinese Government Scholarship:

All of the aforementioned documents must be uploaded electronically to be considered for the HEC Chinese Government Scholarship. At this stage, hard copies of the applications are not required. Incomplete or hand-delivered applications will not be accepted under any circumstances.​

  • Copies of the CNICs of the applicant and their father or guardian.
  • A duplicate of the applicant’s domicile is required.
  • A copy of the HEC form was submitted online.
  • Attested by HEC and IBCC are all academic degrees and transcripts, from matriculation to the most recent terminal degree.
  • Form for Online Application in Chinese
  • Pre-admission letter from universities offering Chinese Government Scholarships (optional).
  • A photocopy of the information sheet from a valid passport.
  • Two handwritten letters of recommendation. (only for master’s and doctoral degrees)
  • Two recent photographs in passport size.
  • Two copies of the purpose statement submitted by the applicant.
  • The certificate of health and fitness that the Chinese quarantine authority has formulated.
  • A non-criminal record was obtained from the police department.
  • For shortlisted candidates seeking employment, a No Objection Certificate (NOC) issued by the applicant’s employer will be mandatory.

HEC Chinese Government Scholarship applications are accepted both online through the HEC Portal and at Chinese universities. The Comprehensive Application Process as Delineated by the Higher Education Commission is as follows:

  • Scholarship applications can be submitted online at “Learning Opportunities Abroad” should be selected following registration and profile completion. Obtain a printed copy of the application for the applicant’s signature following submission.
  • Before applying, please ensure that your HEC profile is current with your most recent email address, mobile phone number, and other pertinent details. It is strongly recommended that you finalize and submit your application promptly, due to the anticipated high volume of activity on the online application system in the days preceding the application deadline. Upon successful application submission through the HEC portal, please ensure that you retain a printed copy of the application form, duly signed.
  • Please visit to view the HAT exam (master & Ph.D.) and USAT test (Undergraduate) application deadlines and submit your online application. You may submit a legitimate HAT or USAT score through the HEC portal during the application submission process if the score was obtained after January 1, 2023.
