The Canadian government is recruiting high-skilled migrant workers in the United States to relocate to Canada, and the program has been so successful that the target of 10,000 applicants was reached in just two days.

This week, Canada introduced a special work permit for the nearly 600,000 foreign workers who have already obtained an H-1B visa in the United States and are primarily from India and China. The program’s 10,000-person quota was completed within the first two days of the week, according to a spokesperson for Canada’s immigration minister, Sean Fraser.

“We even had an entire campaign to promote this, but we had to end it,” Jeremy Bellefeuille, a spokesperson, said.

It is uncommon for a nation to specifically target visa holders of another nation. The program, according to Bellefeuille, was a trial run, and the minister will now contemplate the next steps. Each year, up to 85,000 individuals are granted H-1B visas in the United States, a staple for technology titans such as Amazon.com Inc., Google’s parent company Alphabet Inc., Facebook’s parent company Meta Platforms Inc., and International Business Machines Corp.

The actions are in response to a wave of layoffs in the technology industry. Companies like Meta, Amazon, and Google have reduced their workforces. The Canadian work permit comprises study and work permit options for H-1B visa holders accompanying family members. It became available on July 16 and was scheduled to remain in effect for one year, or until 10,000 applications were submitted to immigration authorities.

During the Obama administration, US Ambassador to Canada Bruce Heyman stated that Canada would benefit from the program at the expense of the United States.

Heyman stated, “Canada sees the opportunity to attract talented individuals to Canada; if we can’t keep them, shame on us, and kudos to Canada for recognizing the opportunity and attracting them.”

“Attracting the best and brightest to America has always been crucial to our success, and any reduction in that comes with a great deal of risk, especially given that our birthrate is currently below the replacement rate,” Heyman said.
